I Have a intel i7 8 core 3.06 processor, a GTX 970 MSI 4gb graphics card, my monitor is a asus with 144hz refresh rate and 1ms, I have 8gb of corsair ram (unknown exactly what it is) and a decent power supply. My friends have hardware that is no where as good as mine but they can run games on ultra with a solid fps and I have to run on the lowest and still get lag. I get so much fps drop from a unstable 57 to straight down to about 28 frames. I have tried to fix this for ages.

did u get the drivers? that might be your problem, check this:
1. hit windows key + r
2. type in dxdiag
3. click on the tab that says "display"
4. if it says microsoft basic display, you need drivers

then there MIGHT be a bottleneck, this means that your stuff is not meant to work with each other, list me the following:

CPU
Motherboard
Memory card
HDD/SSD
Graphics card
Power supply

From the info that you gave me, i see no bottlenecks, what games are you experiencing fps drops in?

@xXKaioXx I cant run most games, I cant play team fortress 2 on high at all. barely medium. I cannot play black ops 3 only on low(supposed to be able to run it on high) and alot of other games. Like I said my friends have lower hardware than me and can run them perfectly.
