Extreme Heat Issue [i7 4770k]

Alright so first of all, here's my build:

Operating System
Windows 10 Pro 64-bit
CPU
Intel Core i7 4770K @ 3.50GHz
Haswell 22nm Technology
RAM
16.0GB Dual-Channel DDR3 @ 799MHz (10-10-10-27)
Motherboard
ASUSTeK COMPUTER INC. Z87-PRO (SOCKET 1150)
Graphics
BenQ GW2255 (1920x1080@60Hz)

Recently I've been having issues with my CPU and temps. For the record I am using the stock cooler for my CPU. Previously my CPU would maintain reasonable temps even at points of high resource usage, but now if do hardly anything at all my temps shoot up and my pc will overheat and shut off within an hour or two or prolonged use. I've also noticed that programs are taking more resources to be used, what previous took say 10% of my cpu usage now takes anywhere from 10-25% for some reason, I am not sure why this is. Even at 50% usage my temp will sometimes go up to 80-90+ Celsius...

I've tried dusting my pc (inside and out), applying new thermal paste to my CPU, checking my fans, and nothing seems to be working. I figured that it might just be that my CPU is dying, but I'd really like to know for sure before I go and shell out another $300-400 if you get what I'm saying. Any ideas as to what might be my problem?

First, get a SSD, that's cheap, and much cooler then mechanical HDD.

4770k is way better than my 3770k, so you are fine with your specs. You might need to provide more info about your "programs" so people can help you.

Also, using a stock cpu cooler for 4770k is a total waste, get a 212 or some lower profile cooler if your case won't hold it. Buy good thermal paste instead of $1 eBay one. If nothings helps, check if it is your cpu or MB so you can upgrade it. IMO, it should be a cpu cooler and thermal paste. Especially the paste. People say they can last forever, but they are not. I have some old ones from 2012, and I can tell the difference when applying them, comparing to recently purchase arctic 5.

Forgot to mention, went back to Windows 7 if you can. I met a lot issues recently with windows 10 on my second ITX built, but it is a spare, so I don't really care, but only re-installed the OS. For my main computers, I use Windows 7. Buy a SSD so you have fast speed, and stable system, considering your HDD is very old.

BTW, you should get the RAM info from cpu-z, it says 799, so it's 1600MHz

I did use good thermal paste for the record, I believe it was arctic. I reapplied it about a week ago. I'm not having heat issues with my HDD, but I do understand the benefits of a SSD.

Search a deal for cooler, there are lots of good ones. I randomly bought a third party cooler and OCed my 6400, and it works flawless.
I updated my previous answer, it could be the OS, you might need to optimize it. And HDD could be a bottleneck as well.
Other than these, I don't really know what to do, but wishing you good luck.

I understand that a new cooler could be beneficial, I don't doubt it. However, I am wondering if these signs that I have mentioned are related to the eventual wearing-out of my CPU. If my CPU is in fact worn out, then a new cooler is not much of a permanent solution to the issue. I'm just confused as to why in a matter of days my CPU went from being able to handle nearly anything to being crap.

That's why you need a new cooler to test it. I doubt it's a cpu issue, I have never seen any cpu going down in my life so I don't think it's cpu. If you worry so badly and don't want to spend $20 on a new cooler (you can always use that cooler for next build), you can borrow a cpu to test your MB, or a similar built to test your cpu. Or you can install the old OS.

Like you said, 50% usage of CPU would take it to 90c, it's a thermal issue, the hardware. If you want to know if it's software, play with your OS. You can't get an answer here, you need to test it by yourself.
