Is my CPU causing low fps?

Hello, im wondering if my cpu is bottlenecking my gpu. I cant seem to get anywhere above 40 fps on gta v on high settings, when ive seen people get 60+ with the same gpu (gtx 960 2gb). I also cant get to 60 fps on older games like assassin's creed brotherhood. The benchmark scores also seem to be a lot lower than what theyre supposed to be. My pc specs are:

CPU: i5 661 3.3ghz
GPU: asus strix gtx 960 2gb
8gb ram
Motherboard: asus p7h55d-m evo
PSU: 750W

CPU Temp Idle: 39C
CPU Temp when running gta v: around 60C

P.S ive messed with the in game settings a lot of times and i dont really get any improvements

Try running msi afterburner and monitor your cpu and gpu use during gaming. If the cpu is constantly at 90-100% and the gpu isn't maxed out then it's more than likely your cpu. A modern i3 like the skylake 6100 would more than likely outperform it. There was a decent performance increase between 1st and 2nd gen core i series cpu's, more than from 2nd to 3rd gen.
