is HP disabling my non-HP print cartridges?

My generic printer cartridge supplier reported that HP sends a signal through my computer from time to time to disable non-HP printer cartridges. Is this true?

HP put out a firmware update through auto update in September 2016 that marked non genuine cartridges as defective and stopped any printing until replaced. They were notified that it is illegal to do that in the European Union. They said it was an honest mistake and put out a new update on October 12, 2016 to correct the issue. They are not pushing it out through auto update nor are they notifying users. It is on the HP website under software updates for your model number.
