I have an Asus 990 FX sabertooth R3 motherboard with two sticks of 8 gig hyperx DDR3 1600 megahertz and two sticks of 4 gig DDR3 at 1330 megahertz both hyperx I'm running Windows 10 Enterprise motherboard recognizes 24 gigs Windows recognizes 24 gigs but says only 15.9 gigs usable whyyyyyy

Solution
Windows 10 has all kinds of bugs. Check to see if windows see the RAM. You may have a bug like this one. If so Windows 10 sets ram aside for Hyper-V or other Virtualization. Check to see if bios has virtualization enabled. Try turning it off.

Yeah my drivers are fully updated and my bios is flashed to the latest release. I reinstalled windows in UEFI mode with the appropriate formats. I've read all the posts I could regarding this. So I followed the solutions other people have used. I checked Msconfig. I tried dropping the memory speed to a lower rating 1066 for all four sticks. As 2 max out at 1333 and the other 2 1600. They are both 64 bit modules. I installed AIDA64 extreme. To get all the facts. I've tried swapping the memory into different slots. Tried running each alone. Alone they are recognized. 8 gigs or 16 gigs. When I put all 4 together in any order 8,8,4,4.. 8,4,8,4.. 4488..4848 gigs per slot that is. Aida shows exactly what memory is installed where but Windows simply refuses to recognize all 24 gigs at once if I pull up resource monitor it says that 8 gigs is being reserved by Hardware.

This Sabertooth are 3.0 is a little different from other motherboards there is a memory hole remapping option and that is enabled there's nothing for AG p I think my problem lies somewhere in the fact that my 16 gigabytes of 1600 DDR3 does not have an XMP and my 4 year old DDR3 1300 does have an XMP if I set it to Auto 1333 or 1600 it doesn't matter it keeps my settings at 999 27 although this 1600 shows that it's JEDEC is 10 10 10-30 my other memory shows that it's JEDEC at 1333 at 1.5 volts is 9-9-9-24 and the XMP that 1600 megahertz at 1.65 volts is 9 9 9 27 I have tried changing over to manual and setting everything to 1.5 volts 9-9-9-24 9 9 9 27 tried running it with both of those settings at 1333 + 1600 either way it does not want to recognize the other 8 gigs and I'm sorry this probably is huge the motherboard is only recognizing 16 gigs even the windows will recognize 24 with only 16 usable the motherboard is still showing that all 24 are plugged in but at the end of the day it will only recognize 16 gigs I don't know if it's just that the two memories are not compatible although they are from the same manufacturer they are few years apart
