System only recognizes active@boot disk to boot

I have a Toshiba labtop that has a corrupt start up file. After accessing the hard drive reformatting the entire c drive it will only boot from the USB that has the active@boot disk how can I reinstall windows?

Since you killed everything on the disk, you need to install Windows. You need a USB disk with windows installation on it. They were on main disk and are not going to magically appear.
