I bought the graphic card second hand and i got it for a cheap price of only 4000rs that's around 60$. Games are stuttering N cpu ussage is at and around 100℅ and using a 400w psu . I can upgrade psu to 450w antec bp450s if necessary.any help would be appreciated

The GTX 760 draws ~170w on the 12v rail, and your CPU is a 65w TDP model. The rest of your system may draw up to 50w, though probably not all of it on the 12v rail. That's a total of 20-24a on 12v, and ideally your power supply would have 25-33% extra capacity, so 30-32 amps 12v.

Be aware that brand is actually more important than watts. A cheap unit can claim a huge watt capacity but will give "dirty" power that can harm components, and it will likely die sooner too, possibly taking your other parts with it. I fix computers for a living and just today I replaced a power supply causing instability.
Generally, no. If your GPU is the weak link you can turn down graphical settings, but there are usually no settings that affect CPU load.

To make matters worse, there aren't any real upgrades available for your socket, either. You'll need a new motherboard too if you want something much faster.

K can I use this 400watts psu for now till I change Mobo and cpu. According to it is 14 amps dual rail .and change the entire thing later the continuous output of psu is 300 w
