i7 4960x Dropping Clockspeed to 400MHz

Hi all, looking for some help

So today all of a sudden my i7 4960x no longer wants to hold it's clock speed for some reason.

As standard it's 3.6 GHz, for the past 3 years its been perfectly happy overclocked at 4.2GHz
Same with the GPU, its a GTX Titan however it is running at stock clock speed.
Both are water cooled with a customer cooling loop, normally GPU peaks at around 40 degrees, CPU around 40 degrees also

Today while gaming the PC froze up momentarily, and then then FPS completed dropped to almost nothing (was 120fps+, now 10-20)
After looking at the GPU and CPU clock speeds, the GPU is idol around 600 MHz (normally boosts to 800+ while gaming)

CPU, which normally runs between 3.7GHz and 4.2 Ghz, is now not going higher than 400MHz at any time, no matter what i'm trying to do.
I've drive updating and rolling back GFX drivers, I've disabled a re-enabled the Overclock in the BIOS.

Upon restarting the PC each time the clock speed is fine for several minutes sitting around 3700MHz, then inevitably the screen will again lock up for a second, and then clock speed will drop back to 400MHz.

There has been no changes that I am aware of (windows automatic updates would be the only possible change) It has been working fine all, day, in fact for the past 3 years, then all of a sudden it wont clock higher than 400MHz.

I'm really hoping the CPU isn't dead..

Disable Intel Turbo boost if you have it and set all setting in BIOS to default.
