Hi, Basically I am looking for the best AMD CPU that is currently on the market, I mean the best for performance as I don't really care about efficiency. Thanks!

Solution
The 4460 is a much better processor. It should perfom better in the majority of titles and its not an unstable monstrosity like 9590 nor does the 4460 require a beefy expensive motherboard and cooler to properly support it like the 9590. I love AMD so let me be the first to say the 9590 and all 9xxx CPUs are not worth it in any capacity, they are just overvolted overcloked 5 year old FX 83xx CPUs.

i5 all day every day. why the 4460, though? there are newer intel CPUs out like the i5 6400/6500/6600k

Because I have already got 32gb of ddr3 ram, so I cannot get a skylake processor. So is the 4460 better than the AMD processor?

I've noticed that the latest gen of Intel chips are cheaper than the DDR3 previous generation chips, and that might help you offset your costs. An i5 4460 or better is still more expensive than a comparable DDR4 chip.

Seriously though, wait until tomorrow when prices and performance of Zen are apparent. If they're good chips, the prices of a lot of things will go down, and you'll have much better choices from both AMD and Intel.

I have no loyalties either way, in fact I hope Zen is good because I'll buy one to replace my i5 4690k to get more high end cores. But if I had to make a decision today, I wouldn't even consider an AMD CPU because the performance per watt is lousy.

Waiting for Zen will require a new MOBO and new RAM just like Sky/Kabylake.

The OP would like to keep using their 32GB of RAM.

Your only choice would be a previous gen intel as AMD has nothing worth getting that would take advantage of your 32GB of RAM.
