ITX PC boots from shutdown but not from restart

My ITX can boot fine from a shutdown. However if I prompt a restart, the machine shuts down then does a power cycle continuously - The GPU lights up and the CPU fan starts for around 5-10 seconds then shuts down and repeats. If I force shutdown during this (hold power for 7 seconds), then start again after 3-5s, the pc boots fine. I was even able to setup the OS and install softwares fine, as well as remote desktop and use.

However some other things are funny - USB 2.0 CD ROM drive keeps power even after the machine is off. The Mobo only supports USB 2.0. There is also a green LED on the mobo that is always on. In addition to this, some windows updates cannot install correctly (Windows 8.1) - Is this caused by the restart issue?

Is there a fault in the mobo or the PSU? Is there a settings in the Asus Bios that is causing this?

PSU - KL-SFX450 450W 80 Plus Bronze Efficient SFX Power Supply
Mobo - ASUS P8H61-I LX/RM/SI ITX LGA1155 (Second hand)
GPU - 3gB Sapphire Radeon 270x
RAM - Corsair 1333 MHz 4gB sticks

I'm trying to decide whether the mobo or PSU needs to be returned as I'm still in the return period. Any bit of advice/help here would be great.

fastest solution would be to reset the BIOS and see if a that fixes it, if it does then the issue must be within the BIOS and a setting is easier fixed and a part replacement.
before clearing BIOS, take your phone or a pen and paper go to each screen and record the settings for later, after the BIOS reset you will have to reconfigure any needed settings in the BIOS.

A BIOS setting was preventing restart - really silly of me not to load defaults when receiving any electronic goods.

The USB 2.0 is still active after shutdown, a little concerned the board doesn't 'natively' support this
