Frame Rate Randomly Dropping

Hello, I just recently like a month ago bought an Asus RX 470 and it worked marvelously. I loved the frame rate and the performance I was getting out of the card and recently Radeon came out with that new update, so I updated the software and ever since then it has been downhill. I would get random frame drops and lag backs in all my games. So I uninstalled the AMD software using DDU and then reinstalled the software that AMD recommended me. Now in my games, I'm getting low frame rates like 60 to 80 in csgo low settings (still getting like lag backs) to where I was getting 150 to 200 before the update. Please help I have now idea why this would be happening.
Oh, I also checked the temps but the temps are normal at 40 to 70.

When I uninstalled AMD the first time that's what my thought was to just go back to the older version, but when I went on the website all it had was the new update I couldn't find the older one. Do u know how to get the older one back ?

Now that you mention it every time I run and play a game my disk activity in the task manager is 100 %. How do I fix that

I did the steps and it seemed to not make my disk activity at 100%, but when I go into Csgo it's still frames at 60 to 90 where before it was 150 to 200 :(
