PC has internet issues even when other devices work fine

Two days in a row now, when I boot my PC it has no network connection(yellow triangle), while other devices(including another PC) have no issues. I thought it was an issue with cable first, but switching cables didn't work. However, yesterday, the issue just went away after like 10 minutes, while today restarting the PC helped(which means that both my cable and network adapter ARE working).

But despite the fact that it's working now, I'm worried that it might be due to viruses and/or other network issues.

I run Windows 10 and an ethernet connection to my router. But even when my PC has those issues, another PC(also wired to the router) as well as my phone, tablet and laptop(all on wi-fi) work fine.

Microsoft just released a bulletin says that update KB3201845 will block internet access for some users and may cause other problems.

I had problems with Linux and wireless too. It seems Linux WIFI in general is fussy about the hardware and the drivers.

I had a desktop (Mark) connected to a long, inconvenient cable. I purchased a wifi dongle that said it was compatible with Linux. I get the the item and it wants me to download some programs and custom compile the driver. I looked at other wifi Linux dongles and see the same type of thing i have to do to get it to work. I have done this type of thing in the past but I was not willing to do so in this case.

So I do some more checking and find a Panda Wireless USB dongle (Model PAU05)...

I have a PC (wired) that did the same thing. I had to run a command prompt as administrator, do a ipconfig /release - ipconfig /renew, for days, to get it working. I started having this problem the next day after a Windows 10 update. I have a wireless laptop that would not work until the Windows 10 update was done installing and rebooted. The updates are done on both and both now work.

My Linux (Ubuntu, Mint) and other windows systems worked fine while this was going on.

Yeah, I forgot to mention that I had a Windows 10 update a few days ago. However, second PC also had an update, and it doesn't see to encounter issues.

But assuming it's an update, is there a way to see if it was installed correctly? I remember that I was going to sleep when it asked to restart, so I just set it to "Update and shut down", and then the next day when I booted my PC it finished the update(however, internet issues only started the day after).

Check your Update History to see if it installed.

Different machines behave differently when they get the same update. This is an ongoing issue with Windows 10.
I can force the ip fix on my Intel mother board system. My Lenovo Laptop will do nothing but sit and spin until the updates finishes installing and it reboots. My Dell desktop has not had any problems with updates.

I have converted the rest of my systems to Linux. Ubuntu 16.04 or Linux Mint 18 Cinnamon.

Today, it worked just fine, but I'm going to keep monitoring it. Also, new Windows 10 update has this in its changelog:
Addressed a service crash in CDPSVC that in some situations could lead to the machine not being able to acquire an IP address.
I wonder if that was my issue.

But on a related note - I have Mint installed on my laptop, and it drops wi-fi connection from time to time, even though other wireless devices work fine. Sometimes, it even connects to neighbor's wi-fi, even though mine is working fine at that moment. I had that issue before on Ubuntu, which is why I switched to Mint. It worked fine for a while, but then it returned. Any ideas?

I replaced Mark with Jeri and installed a 5Ghz Rosewill PCI-E It has worked in the mint box with out dropping.
