Looking for a CPU heatsink for an AMD FX-6300 which is not overclocked.

The basic hardware is:

CPU: AMD FX-6300
Board: M5A97 R2.0
Case: Fractal Design Define S

I render a fair amount of video, don't know if that makes an issue. Quiet (silent?), and easy on the wallet would be nice.

I've seen older threads mentioning Noctua NH-D14 and Hyper 212 Evo - all else being equal I'd be happy to go for the Hyper for price reasons. Are these still the best options in late 2016?

Yes, those Hyper 212 EVOs are still a good option if you're considering a budget oriented decent aftermarket cooler. I have seen many guys who are still buying those with intel's i7 6700K. And it works pretty well. Or as superninja12 mentioned, Cryorig H7 is also a good option. But first tell me, are you using the stock cooler? Did you have this issue from the day you had your pc or this is occurring currently? What is your Idle and On LOAD temperatures? If you don't know how to see temps download HW monitor.
