Unsure of issue here

Hello everyone!

I'm putting a new build together, and it isn't working. The first time I tried it, I had a damaged motherboard, so it wouldn't work, so I returned the board and got a different one. To the best of my knowledge, I've installed the parts correctly. I had previously thought the trouble was with the graphics card, but I tested it in my friend's rig and it worked fine. I also realized I neglected to connect the supplemental CPU power, but there was no change when I did. The board will run power to the CPU and the graphics card, I can feel the GPU heating up, and I uninstalled the CPU after the thermal paste had sealed, so I can only assume there was enough heat there to loosen it. The power supply is more than adequate, I have 750W where I only need maybe 400. I'm trying to test all of the components individually on another rig, but in the meantime, I'm hoping maybe someone can spot an issue, whether it be compatibility-wise (I used the compatibility filter from PCPartPicker, so I'm mostly trusting it) or something else, I'm not sure. Here's the stuff I've got relevant to my current issue:

AMD FX-4350 4.2GHz Quad-Core Processor
Asus M5A97 PLUS ATX AM3+ Motherboard
G.Skill Ripjaws X Series 16GB (2 x 8GB) DDR3-1600 Memory
Gigabyte Radeon RX 460 4GB WINDFORCE OC Video Card
Rosewill 750W 80+ Gold Certified Fully-Modular ATX Power Supply

EDIT: I've tested the RAM in my friend's system, and it works just fine, so that's not the issue. We're down to CPU or board or user error :p
EDIT2: I got a new motherbaord. and it still isn't running. I'm thinkin it's the CPU at this point.

I should say that there is no display coming up. Yes, I have the HDMI out connected to the monitor, but there is no signal coming on. I have confirmed it is neither the fault of the HDMI nor the monitor, they both work from my laptop. It is on the correct HDMI (2 in this case)
