Need help not boot up desktop

Cpu: i5 768
Gpu: GTX 480 1.5gb
Ram: 4*2 Gb hyper x
Psu: gx 750w Cooler Master
Storage: 1tb seagate
Mobo: ga-p55-USB3 Gigabyte

Please help me, i have tried everything from taking out the ram and gpu and swapping the psu.

It keep saying loading operating system and then shutdown

Please remove everything from the case. Place it on a flat, non-conductive surface like a wooden table. Also take all the power connectors out, verify they're in the right places and put them back in. Attempt to start it up outside the case. Make sure that it's not sitting on anything flammable like a tablecloth.

$300 (AUS) for the power supply, but as i said before, i have also tried another psu, a crosair cx 850m already ( i borrow from friend)

 


I missed that part. I still say that your current PSU is terrible. Although you've proven it's not the problem, it may cause problems in the future. For now, let's move past the PSU.

When you turn the machine on, do the fans turn?

What operating system are we talking about?

Was the operating system already installed or are you trying to install it now?

Yes the fan on all components are running, my operating system is windows 7 and it is already installed

Sorry for the delay, i just found out that the person who did this desktop FORGOT to put in the back-side thingy (dont know the name) under the motherboard so that the heatsink can make contact to the cpu. ( the thermal paste is also dried and cheap looking). Thnaks for your help anyways.
 


They didn't attach the backplate? I see how that would cause the cooler to not make proper contact with the CPU. As for the thermal paste, what about it looks cheap? When it's left in the open air like that, almost all thermal paste looks like a creamy mess.
