is it :

a cheap motherboard like in my case a gaming 3 by gigabyte
too much power consumption by the gpu ?
cpu overheating ? or having used too much voltage on your cpu in the past ?
or the psu is powering too many things ?

i realized at one point i was lacking cpu paste , so i greased up some more , it got really better but still it happens from time to time ,

or is it because i'm using a tv with an hdmi cable ?

Solution
''Gaming 3'' branded Gigabyte motherboards usually aren't cheap and are decent quality.

Too much power consumption could be possible, depends on which graphics card and power supply you use.

CPU overheating/too much voltage. Both are possible to make your system unstable.

Lastly, depends on the power supply you use.

-

Monitor your CPU and GPU temperatures with MSI Afterburner and post your system specs so we know which parts you're using.

OK, first of all let me make an analogy for what you asked, "My phone is good enought to play GTA on it?", that's it no extra info no nothing.
As in the analogy we must know a lot more to tell you, like brand and model of phone to know the processor, the videocard. Post as much inof as you can (powersupply BRAND AND MODEL, videocard, processor, motherboard, ram basically all your build with all your components BRAND AND MODEL).
