i7 running under stock slocks

Hello,
I've built a new pc and have been becnhmarking it to see if everything is alright, well the problem I've found is that my 6700k is not running at stock speed, always stays under 4 ghz in every benchmark.
For example in Cinebench r15 my multi score is 877 and on HWMonitor all 4 cores clocks tops at 3985 - 3990 MHz.
My systems is:

i7 6700k (stock for the moment) with hyper evo 212
asus h110 (for the moment)
psu Corsair vs450
Asus ROG gtx 1070
16 gb ram DDR4

Can you please tell me if this is normal or something is wrong? Tha

That's normal variation. I believe "spread spectrum" is the setting in BIOS that allows base clock to vary slightly. Be aware that the difference between 4000mhz and 3990mhz is 0.0025%, which is about 100x smaller than can be perceived.
