making a wifi hotspot with a login web page for using internet

first of all im sorry for my low level english.

and things that i wanted to ask is
is there any way that i can make a hotspot with my computers with web page on it for everyone needs to logged in for using my wifi?
whats services that i wanted to make is high speed internet on certain places.
so the people wanted to use need to pay me for the id
whats in the id is

-balance for quota and usage
-usage time
-quota limit

has anyone idea about this?i mean what things do i need to get?
i wont ask for tutorial because theres a bunch of tutorial out there just need abit specific
example "MIKROTIK" as far as i know that thing as an os that do what i wanted but problem is i dont know what do i need another than computers to get it done?

I use Pfsense installed on either a purpose built appliance such as an Alix board or re-task an old pc with minimum of 2 NICS. It has built in options for a splash screen you can then use an outsourced paywall. You can limit most aspects of the connection.
You should be aware that you normally need a special contract to re-sell bandwidth from an ISP and you are liable for everything that goes on. This is not a simple task but as you stated there are many tutorials out there. Pfsense has some great documentation but a decent level of understanding is required to get this working properly. If you are selling a connection it has to be robust!
