nvidia control panel in safemode and monitor going to power saving mode

So basically i had an older version of the nvidia drivers and I have tried several times to install newer ones (for a reason that isn`t worth mentioning) and had to uninstall them because my pc goes to power saving mode.
So i accepted this fact for 2.5 years now but then I found a article that said that it was the power management set to Optimal so i was pumped. The orlder version didnt have the setting off power management so it didnt do that (181.56). So I had to install the newest driver and as soon as i install it it happened AGAIN. So I rebooted the pc and my pc after about 10 second of beeing booted it goes to power saving mode. Ive tried to reinstall it by uninstalling it from DDU on safe mode but the same thing occured over and over again. So desperate me had to talk to a live support of nvidia (which it was Horrible) and i told them everything and they ocasionally answererd asking dumb questions.
So my Question is :
HOW THE HELL DO I CHANGE THAT DAMN SETTING ON SAFE MODE OR WITHOUT THE DRIVER !?

First and foremost, you will need to mention your full system's specs inclusive of your OS in order for us to get a better picture of your issue. The next order of business is that you will definitely need the drivers for your GPU installed in order to access the power settings to your GPU. More here, was that the article you were speaking of?

What's stopping you from reverting to older drivers that didn't cause the issue, provided ofc that the drivers are the culprit here...?

Hmmm... :/

Given that the graphics card you own is at least 6 years old, you should install drivers that are of that timeline or around 2010/2011(maximum) since newer graphics drivers will lack current driver support or at least the manufacturers of said GPU's don't wish to support legacy hardware.

Have you tried using DDU to perform a clean sweep even after removing your Nvidia drivers initially? It's good practice to run it a second time but ofc in Safe Mode.

You didn't answer my question, what's stopping you from reinstalling older drivers(or the version that came on your drivers disc) that didn't exhibit the issue? There seems to be drivers dating back to 2013 available on Nvidia's support link here(drop down menu, GeForce>GeForce 200 series>GTS250)
^Stay away from Beta versions unless the WHQL versions show the same issue.

Might I ask where you got your copy of your OS?

i dont really know it had it when i got it ,a different person had this but i thing its an unofficial copy.
the reasons why i want to change the drivers are because theyre sometimes annoying because they crash or the the performance during a game is sometimes REALLY bad.
