(new) PC Build [have questions 4 u]

Hey man,
recently put together a kind of decent build

corsair carbide 600c [case]
Asus rampage v edition 10 [mobo]
intel i7 5820k [cpu]
hydro h110i [w/cooler]
4 - 2 x 16GB DDR4 3200 [mem]
3 - 850 evo 500GB [ssd]
GTX 980ti 6GB 9 [vid]
hx-1000i platinum [psu]
750 PCIe 400GB [ssd]

I've recently started having some issues with the CPU running at xtremely low settings such as 1.2GHz for browsing desktop and surfing,up to 2.4GHz ....because of this it takes quite awhile for task manager to open or to view anything residing on the taskbar,even open file explorer.
how do I set the CPU to run at at least its default setting of 3.3GHz?[if you explain this process please try to be explicit as you possibly can.....and thanx in advance brother

because the rampage is designed for overclockers, is anyone familiar with this board that can offer some advice to some reasonable settings if I decide to push it just a touch



 
Solution
Most BIOS have settings that automatically reduce CPU frequency to lower amounts when they aren't busy. It shouldn't be affecting loading anything because it's instant to go up and down. My 2600k will commonly be at less than 1 GHZ when idling. I can only imagine the reason things taking longer to load would be related to an unstable system. Make sure your RAM is set to its recommended speed and processor settings are default, especially before attempting to overclock.
