CPU clock gets limited while gaming !?

My laptop is Dell Inspiron 3537
CPU: i7-4500U
GPU: AMD Radeon R9 M265X(8850m)
RAM:8GB
Windows 10

Since a week my CPU is getting locked to 1.78Ghz while gaming.Even for the games,which it ran at 2.8GHz(max clock) before. I have checked in "High performance" mode system cooling policy is set to active.The temperatures are never more than 78-79 degrees Celsius. Still why is it getting limited?
It happens only while gaming, not when I'm converting videos or other stuff. Can anyone help ? Thanks in advance.

Every setting is same. :( Regarding bios one cannot change anything. all the settings are locked right from day 1

Turbo Boost is limited by thermals as well as power restrictions. Your proccesor is probably getting too hot so it is not using Turbo Boost and is sticking to base clocks only. Try blowing dust out of the air intakes and make sure there isn't anything blocking ventilation.

Temps are not even crossing 80. How can it be hot ? And yep,I've cleaned my laptop and use it on table always.

I really don't want to do that. Windows 10 clean install is a nightmare.
