I5 4460 boots slower than Pentium G3420

I can see no good reason for it. The i5 is not slower than the Pentium in any metric, but boot time doesn't have a lot to do with the CPU anyway; A long time back I wondered why Windows98 booted so much faster on a Pentium III 500 than on my Athlon 1400 - the difference was 3-4x.

I'd check to make sure you're seeing all 4 logical processors in task manager. Chances are good Windows is only running on 2 cores. This is usually fixed by uninstalling the CPU from task manager and allowing Windows to rediscover it.
