Here is my specs
Intel i5-2500k
8gb ram
intel motherboard DH67BL
PSU 500W seasonic
1 TB hard drive western digital
Amd Rx 470 Asus

Today I Turned on my pc but there was only a black screen so i decided to restart it and there was no Bios menu. I tried many things :
Checking hdmi cables
Checking Ram
Unplug and replug power cable
Tried going with hdmi onboard
Cmos battery reset
Couldn't try the Hdd because i don't have another one and i don't have another pc
Check if the motherboard was doing sound (beep) and yes there was
Keyboard and mouse doesn't work

The only thing that worked was the Cmos battery reset but it worked for like 3 mins then it froze with many pixel / screen tearing. (hdmi onboard) After the restart, nothing worked again. I need help please.

Solution
I had the same issue the past 2 days and I spent hours and hours of troubleshooting!
I don't know how exactly I solved it because I've done just a lot of things all together.

CMOS Reset actually helped me just like it did with you, and I turned off my PC and the same issue happened again!

My last troubleshooting actually fixed it and I'm currently posting the comment from that exact PC (YAY!)
I hope this helps you too.

1- Unplug your power-cord from the PSU.
2- Unplug all your SATA cables from the motherboard ( HDD, SSD, ETC ).
3- Unplug anything that isn't needed from the power-supplier or components side (GPU, Extensions, etc), simply have your motherboard and CPU only connected
(With it's cooler if you have one).
4- Unplug both...

4- Unplug both your RAMs ( if you have 2x 4GB )
5- Now do the CMOS reset.
6- Connect your HDMI cable to your onboard, connect your powercord and give your PC a boot, your PC should fail to boot at this point, but should show something that
is NOT a black screen!
7- if step 6 was true, start the process of connecting each component individually and running the PC, start with the RAM (Use different slot than what you always used!)
Boot and check, HDD/SSD, and so on..... Remember, once you are able to boot, first things to do is go to your BIOS and reset it to defaults settings.

Goodluck troubleshooting.
