Not GPU, CPU.
I saw it recently on another forum about them talking about the build. Why?
I understand two GPUs but why CPUs?

Just what meanmachine said. Dual and even quad CPUs on one motherboard are designed for high end servers that require lots of programs to be run at the same time, or for advanced rendering.

Dual CPUs on a MB are used for file servers generally.
Lots of info on the net regarding the pros and cons of dual CPUs on a MB. Google around.
