New high end build . latest driver/system update - 17 FPS

Hello.
I just bought a high end brand new pc .
i5 6600k
msi Nvidia GTX 1070
msi Z170A m5
G.SKILL F4 DDR4 2800 C15 2x8GB
Samsung 850 Evo 250GB
Crucial MX300 750GB
EVO 212 CPU cooler

while building I have attached an old HDD to the system .

While installing software and drivers I noticed the performance is not what is expected . laggy most of the time . I thought there was a kind of malware in the old hdd. so I have ran a ksapersky scan and nothing was found.

anyways I moved on installing all the drivers and latest windows updates . after runing csgo for the first time I found the FPS is 17-22 . totally unplayable .

In the task manager the cpu usage is stable at 20% and other not exceeding 30% . Odd
I have ran some diagnostics after using user benchmark

I have found the CPU is waay under performing .
I have ran processexplorer and found the truth that was hidden in task manager , The cpu is at 100% most of the time .
The temperature of CPU was normal not exceeding 50 degree .

I thought the system was infected with malware from the old hdd . so I did deattach the old hdd and reformat the system .

Nothing changed at all . same cpu usage .
Im sure that I have the latest updates from the manufacture website .
I have ran malware test from a different tools and programs . Nothing was found at all .

I can barely browse with my pc it totally unusable .

In the process explorer nothing was suspicious was consuming the memory . they all are from microsoft and other program using small amount.

I feel that im in a dead end . What to do ?

After after further investigation and diagnostic so I have found that the CPU speed is bonded at 800 megahertz frequency so I went deeper about the that. And found someone with the same exact problem and he was able to fix it by disabling a slow mode in the motherboard but I didn't know that it's enabled in the first place so I open the case and manually disable it. It's a switch button near the battery. And then walla. The CPU frequency is back to 3.5

Actually yes.
Windows is up to date now

I have noticed a strange thing. The cpu speed in bios shows 0.8ghz while it should show 3.5gh

I did reset to bios and restore factory options.

Did not sems to work.
 


It may just be showing you the current CPU speed which would be low when system is not doing anything.

Check for a BIOS update, you may want to check with the motherboard support to see if there is a setting you can check if the CPU is really being clocked too low.

Install CPUZ and check the CPU speeds when you actually do something with the system. Running Prime95 is a good test.

Some motherboards run cpus at 800mhz (0.8ghz) as a safety measure to prevent you from overheating and therefor frying your cpu.
