Good Time to Purchase PC RAM?

I am currently building a new PC and have purchased all components except for RAM. I was planning to buy RAM on cyber Monday, but I thought it was still too high(Didn't know prices have been going up for the past few months).

What I am wondering is should I buy RAM now or wait to get a sale?

Would this be a good option?

Also how does frequency and CAS latency make a difference in games/productivity apps?

That is a good kit. Latency and frequency are both important for performance. You want lower latency and higher frequency. Yet they tend to move in the opposite directions. DDR4-2400 CL 15 and DDR4 2133 CL 14 are pretty average kits for a decent price. Most applications you won't see a huge increase in performance by spending a lot more on memory.

If you're looking at DDR4, they pretty much "are what they are". Cyber Monday/BF/Boxing day etc are used to clear out old(er) stock, so DDR3 etc.
Frequency can certainly show gains in games and certain other tasks, with CAS latency will likely have minimal impact in games..... productivity applications will likely vary.

A 2x8GB kit at speeds >2133MHz are all going to be right around $75-$80 minimum, and I wouldn't anticpate any huge sales in the near future.
