GTX 1070 Performance Issues (World of Warcraft)

I just upgrade my GPU to a GTX 1070 SC Edition, and on ultra in the Dreamgrove I am getting 40-60 FPS on 1080p at 60hz. I can't imagine what a raid or capital city would be like. My CPU is an i5-2400 Sandy Bridge 3.1GHz LGA 1155 95W Quad-Core, 8GB of PNY DDR3 RAM, MSI PH61A-P35 (B3) LGA 1155 Intel H61 SATA 6Gb/s MOBO and a Seagate Barracuda 7200.12 500GB 7200 RPM 16MB Cache SATA 6.0Gb/s
3.5" Internal Hard Drive (HDD).

I know my CPU is not the newest, but I really thought a freaking GTX 1070 would at least get me to 90fps. I have my Max Foreground at 100fps, Max background FPS at 30fps, and Render Scale at 100%. Any tips? Pretty bummed right now.

EDIT - It is worth pointing out that I am going to be upgrading my MOBO, Ram, HDD (to SSD), and CPU soon so potentially this issue will be fixed post upgrade.
 


Did you do a driver wipe and reinstall? Sounds like something with your drivers isn't right - your performance should be much better.

Twice, actually. I wiped my old Radeon drivers, and reinstalled the full Geforce Experience suite (including the most up to date driver) multiple times.
 


I wouldn't expect your CPU to be holding you back THAT much...
When you're in game and getting poor performance, can you monitor your CPU? If it is at 100% utilization, but your GPU is at say 50% utilization - then we would know that it is a severe bottleneck from your CPU.

Ok, I installed RealTemp 3.70. and my load is around 65%, and my cores are around 120 degrees Fahrenheit. I have heard that WoW is a CPU intensive game, but then again...I am not maxing out my CPU, so I am a bit confused.

I can't figure out how to get into BIOS for my MSI PH61A-P35 motherboard :/ I have tried delete, f2, f11 and no luck
