Sudden micro-stuttering in games

Hello, I am not really sure when it started I would say week ago or so? When I started playing elder scrolls online I had adaptive vsync on so I didn't noticed anything when I disabled it however I started having stutters, so okay thats one game but when I fired up Overwatch which I always played in borderless with 120 fps without vsync (obviously) and was always super smooth, now suddenly it feels less smooth and has micro stutters in it. But when I enable vsync or adaptive vsync it helps quite a lot, not sure if its totally smooth but definitately better then without vsync, but still it's not very ideal to play with the input lag especially in Overwatch. I just find it really odd that this suddenly started happening and before anyone says its just screen tearing, it's not I can tell what is screen tearing and it does happen in fullscreen sometimes ofcourse but it's not that. I checked temperatures and etc. but everything seems fine, the fps itself doesn't drop at all. Also tried to uninstall drivers with DDU and got newest one aswell but didn't help. So any ideas?

My PC specs:
i5 3350p 3,1ghz
Gtx 970
8GB DDR3
Win 10 and also 60 hz monitor

can be. how old?

go to the Nv panel, and check if the power option for the gpu is set to "adaptive" in EVERY game profile.
recent drivers change it to optimal, to give better battery life on laptops.

change vsync for all games to "let app decide", and turn on triple buffer (for the games that dont support it, no harm).

if this works, good, if not:
download and install afterburner and play one of the affected games for 5min, then look at the values and look for low clocks/high temp/load etc...
if nothing abnormal shows, try swapping psu for a different one with similar rating.

corsairs cx are ok, just not something i would use in more than a office pc with onboard gpu.
look at platinum rated units. no matter what brand, they all use...

seasonic/evga are good right now, but if you can get hands on a corsair Ax (non i) even if refurbished, i'd go with that.
they are better than seasonic and evga when it comes to ripple/noise and volt regulation etc.

I don't really remember if I was changing it when I bought new GPU but if I did its well over year if not then its even older. I already had power option on prefer maximum performance but changed it into adaptive no changes same with triple buffer.
Did run with afterburner personally I didn't see anything abnormal but I don't know these graphs don't tell me much so check them for yourself. Test
Can't really swap PSU since I don't have any spare ones. My dad has super old computer so I doubt that would even work.
Now if it is PSU then I am not sure, I was planning on upgrading sometime next year but I am not really sure when so now I wonder if I should get some replacement or just spend some money for new one that will hold for my new setup, guess will see.

your hitting voltage limit. anything listed as "xxx limit" in afterburner should read 0.
once you hit any of the cards limits, it will show "1".
if the card is overclocked, raise all limiters that afterburner offers for the card (power/temp) but dont mess with voltage yet.

The card shouldn't be overclocked, I never did it and in default it shouldn't be either I dont think its OC card. Should I try it anyway?

EDIT: I tried playing Dishonored too seems like I reach voltage limit there aswell (without vsync) tried putting power/temp limiter to maximum too, but still reaching voltage limit, of course when I turn on vsync voltage limit goes down. But I feel like that should be the case since when fps is uncapped it will just use full performance of card no?

no. your just wasting power and produce more heat, plus you will see tearing in most games.

go to nv panel and set global power setting to adaptive,
triple buffer on and vsync as game controlled.

in-game, turn vsync on and sync every frame to 60 or 59.99 (whatever is allowed).

unless you update any driver recently.
i had constant microstutter after messing up an install (usb or sata, dont remember).
after dl all the newest ones (chipset/sata/usb), i uninstalled all, ccleaner, reboot and installed
all of them after another, rebooting every time, and that fixed it.

Yeah I get that, usually most in most games I am okay running adaptive vsync or fps capping it since there is no point going over 60 for 60 hz monitor. In overwatch I just had it capped on 120 as default so I kept it like that and it ran smooth so no problems. I guess what I forgot to mention is even tho I fps cap it at like 60 fps it will still stutter Vsync is the only thing that makes it better altho I do still feel there are some stutters and in both cases voltage limit is 0. So I doubt it has to do anything with that.
And I haven't updated anything as far as I know, but I tried uninstalling drivers and wanted to get old ones but there was new version that came out just that day so I tried that instead. (this was already after stuttering started) So maybe I should try uninstalling again and getting old drivers I will update with results.

EDIT: Well I got some old drivers but yeah pretty much the same, although I don't notice any major stutters anymore in Overwatch it still doesn't feel "smooth" and Vsync definitately helps but still not optimal, or how it used to be... in ESO game stutters horrendously without vsync so I really don't know anymore.

i would say backup your data and start with a clean install (windows) with the newest drivers (manufacturer, NOT from win update).

at least thats what i did in the past, and it always helped...

unless you can swap out the psu for a different 500-600w unit, just to be able to exclude the hardware.

Yeah, can't get different PSU without buying it so I guess complete reinstall is the only option :( I will probably get to that next month when there is more free time, but thanks for the help I will get back here after I complete reinstall to see if it helped.
