Computer turns on then shuts off repeatedly

I just recently installed a new GPU (GTX 1070 G1) and some new RAM into my computer. After putting everything in, I turned it on, it worked for a few seconds, then turned off. It cycled through this repeatedly until I turned the PSU off. When it briefly turns on, all the fans spin and the GPU lights up.

Before the installation of the new parts, everything worked just fine.

Specs:
Roswill Hive 550W PSU
Intel i5-4690 CPU
Gigabyte G97-D3H mobo
Gigabyte GTX 1070 G1 Edition GPU (new)
AMD Radeon r9 280 GPU (old)
Corsair Vengeance DDR3 2400 2X8GB RAM (new)
ADATA DDR3-1600 2x4GB RAM (old)

I think you mean't to say H97-D3H or did you mean the Z97-D3H? If the latter then you have a non K suffixed processor in an overclock capable motherboard. Have you tried removing your CMOS battery and then replaced it after 15 mins? You should also be able to enter into BIOS and then take a look at your ram timings/frequency's. Prior to fiddling with your CMOS battery, you should make sure that your system powers up on your old set of rams and while on your older set of ram's that your motherbaord BIOS is up to date.

By any chance, are you trying to mix the old ram kit with the new to get a cumulative 16GB + 8GB loadout?
