Bad Power Supply?

I have an older system I've been trying to get up and going again. I was using to test some GPUs (both of which are good, I am currently using one in another system). When I was swapping them all of a sudden, when I hit the power button, the fan spins but the HDDs don't boot, no video signal, etc. Pulled out the RAM and started up, no beeps. This tells me it's probably either PSU or mobo. I don't have a multimeter at the moment, but I pulled the 24-pin and jumped the grn n blk with a paperclip, hit the power switch and nothing. But if I connect the PSU to the mobo, the fan will turn on, but nothing else. Does this sound like a bad PSU? I don't have much experience troubleshooting PSUs. Anything else I could try?

I got bored today so I decided to test the power supply on my other system. I held my breath, hit the power switch and it worked fine, so the PSU is not the bugaboo here. Would a bad mobo be the only other option?

It's just an older stock gateway system- model# e6300. the specs are here: https://www.cnet.com/products/gateway-e-6300/specs/. I am just trying to run it off of the onboard GPU and with 1gb of RAM. Anything else?

Agreed. I think it's the mobo, as from what I've heard Intel CPUs (or most of them for that matter) rarely are the thing to fail. Thanks.

No, at this point, I am just using it for a project. I don't care that it works or not, just that I really want to know WHY it isn't working, you know? Unfortunately, I don't have anything else around to test/swap parts with. I may try looking for a cheap CPU on eBay to test that, but at this point I am thinking it is most prob the mobo. I actually just was messing with it today and everything is plugged in (I mean, Gateway connectors are pretty idiot proof). I did however notice a little 2-pin at the back which was unplugged, but it looks like it's just an intrusion switch and having it plugged in or not doesn't change anything. But I have nothing installed, just PSU to mobo/CPU, so I should be getting beep codes at least.
