Windows 7 Home Basic Sp1 high cpu usage

My windows is having problem with cpu usage. I can't seem to play games normally because every minute my cpu usage goes up to 80% and my fps drops from 120 to 60 and then goes to being normal again. Two days ago i bought Arctic Freezer 7 pro since i had cpu temp of 70C while gaming on the stock one. Well it fixed the temperature problem, now its 35C while gaming.

I cleaned my PC from viruses with microsoft essentials and malwarebytes and i turned off a huge amount of startup programs(not important ones). My Windows auto updater is turned off because it ate 50% of cpu and lots of ram. Looking at it.. it might be that i didn't update my windows at all? I installed this windows 3-4months ago and i stopped the updater instantly.

Now i tried downloading April 2015 “Servicing Stack” Update but i get the error: installer encountered an error 0x80070422 the service cannot be started either because its disabled or because it doesnt have any enabled devices associated with it.

How is this solvable? Thanks

Reverse this step. Windows update service must be enabled, but it must be stopped for installation of following updates.

So you are saying that i need to enable windows update service and download the updates it needs to? And then i need to disable it while installing convinience rollup and others? Just so we make it clear. thanks for the reply

Not exactly. Windows Update Service must be enabled, but stopped. Check services in Computer Management.
Download updates mentioned in those links and install them manually.

Is SP1 installed on your system? It's necessary.
Is your windows 64bit or 32bit?
Check it in Control Panel/System.
And download the right version updates for your windows.

It's possible, that April 2015 servicing pack is already installed.

ok, now i tried installing the next thing u sent me "Windows 7 SP1 Convenience Rollup" it says the same thing. Should i proceed to the next link now?

After 2 hours of testing(gaming) same problem occurs.. fps drops form constant 120 to 60 and goes back up whenever there is multiple people(models) shown. I am completely out of my mind. I don't have a clue what is causing it. Its just CSGO my specs should run it atleast 100fps constantly right?

Is windows update functional? Did you apply all the security updates?

When gaming - try checking with MSI afterburner, whats happening during those slowdowns:
CPU and GPU usage/temperatures.
Use Task Manager to find which processes cause CPU usage.

I downloaded all of those updates and restarted PC few times so they can take effect and it showed while booting up windows. What exactly do you mean by applied? Yes i'll be gaming today with msi and riva tuner on, and i will reply here what it is during those freezes. Thanks again

That i didn't do. Today i let it search for updates for an hour and nothing. Then when i stopped it it said "An error occurred while checking for new updates for your computer. Error(s) found: Code 80244019

About the gaming thing i found the issue there, its high CPU usage spikes while my GPU just stays on 25%-30% usage all the time. Here are some pictures regarding that.
