fresh windows 7 installation question

Hey everyone,

I'm trying to install a fresh version of windows 7 from a USB stick on my nieces computer. However every time it boot's up the USB and gets to the first window ( install window that ask about language time and keyboard.. ) it seems to be frozen. I cannot tab down or use the mouse at all.

This is a brand new system so I hope none of the hardware is DOA. I tried the USB stick on my computer and it never froze on me.

Windows 10 would give you no such issues. And W7 keys still work as far as i know.
Why on earth would you be using a 7 years old OS on brand new hardware? If you are thinking telemetry and stuff, well, it kind of figures that MS have already implemented such on both W7 and W8, doesn't it? ;)
