I have decent rig w/ GTX 1060 and GTX 950 s.s.c. I know the 1060 is a much better card, but am I making use of my other one? if not, can I? I spent about $200 on it and it's worth about half of that now. just seems like a waste. what should I do ?

i54690k @ 4.5ghz

Gigabyte gtx 1060 3gb. (2 monitors)
evga gtx 950 s.s.c.2gb (1 analog monitor)

You should have sold the 950 and gotten the 1070 instead of the 1060, that would have been the best move there.

You can give it as a gift to a relative or someone if you don't want to sell it. The 950 is still not a bad card even though it's last gen, it will run any game out there decently enough, maybe not on high at 1080 60gps but it's a good card for medium settings at 1080 at 30+ fps.

Some DX12 games are supporting multi gpu, where you can use two different gpus to boost performance. Only know of AotS, and even in that game its not perfect. more may come in the future, but I still would just sell the 950.

You don't know anyone, family/friends/online gaming buddies, who can use a 950 upgrade? I'd sell it to someone cheap, if not give it away to someone who could use it. You might have spent $200 on it but you also got your use out of it. If you're saying you bought the 1060 fairly quickly after buying the 950, well you're going to have to eat the cost of that mistake anyways.
