As for as PSUs go ... unless you are looking for fanless ... anything decent will cost just about the same between 400 and 650 watts

As per nVidia
950 Thermal and Power Specs:
95 C = Maximum GPU Tempurature (in C)
90 W = Graphics Card Power (W)
350 W = Minimum System Power Requirement (W)
1x 6-pins = Supplementary Power Connectors

As per Guru3D
Here is Guru3D's power supply recommendation:

GeForce GTX 950 - On your average system the card requires you to have a 400 Watt power supply unit.

If you are going to overclock your GPU or processor, then we do recommend you purchase something with some more stamina.

Since PSUs are most efficient at 50% load, buying larger reduces heat and noise and saves electricity. The M12 is same as S12 but modular

Seasonic S12 620 ($50) - https://pcpartpicker.com/product/nB3RsY/seasonic-power-supply-s12ii620bronze

As for your cord, I assume you are talking about PCI-E cable

These come with the following Connectors:
1 x 24/20-Pin M/B Connector
1 x 8/4-Pin CPU
2 x 8/6-Pin PCI-E
4 x 4-pin Peripheral
6 x SATA
1 x Floppy

Others to look at

EVGA G2 ($69) - http://www.newegg.com/Product/Product.aspx?Item=N82E16817438053
EVGA B2 750 ($60) - https://pcpartpicker.com/product/JYyFf7/evga-power-supply-110b20750vr

remember that when buying PSUs just because you read a review on a certain brand's PSU and it was great, don't assume every PSU they make is great. Manufacturers are in business to make money and they build units to fit various price niches. Always evaluate your choice by specific model number and size. For example the EVGA B2 is a very good PSU ... the B1 is not
