Suspect Motherboard failure after video fail and computer is only stable in safe mode

Discovered completely blank monitors on my 3 monitor set up.
Removed and reset video card - no good
Moved video card to different slot - no good.
Computer "sounded" OK, but no beeps when forcing reboot with power button - appeared to be running -
Bought ASUS GTX750ti OC card for troubleshooting.
VIdeo now appears but only boots to windows blue screen - "windows didn't start".
Computer tries to boot - recycles and ends up at blue repair screen
Computer boots and is stable in SAFE mode
Any attempt to reboot into normal mode fails - computer attempts to boot several times - then ends up back at blue screen.
Success in restoring windows to 3 days ago - no change
Attempted to reset windows - fail -computer starts to reinstall - shows 3% progress and then reboots to blue screen

I am ready to replace the motherboard - but want to make sure I am not missing anything

If I replace motherboard - will I have to reload windows or will it be plug and play?
