Intel Cooler making Bizarre Noise

So ive got a build and ive been using the intel stock cooler for a few years now and recently its been making this irritating noise. My temperatures seem to fine, so i'm unsure on why this is happening, and don't ideally see the point in getting a aftermarket CPU cooler as my i7 4770k is not overclocked, and for a small budget i don't think id be able to get a quite and easy to install one anyhow. The cooler never made this noise before, and its kind of getting annoying now :(

If anybody here knows what this issue is or how i can fix it that would be much appreciated!

It sounds like the bearing is dragging a bit...maybe pop it off and blast it with canned air to see if something comes dislodged, or maybe the bearing has dried out for some reason. I see "new" Intel coolers on sale on ebay and craigslist all the time for dirt cheap because people upgrade immediately if they are planning on overclocking, so maybe that is an option if replacement seems necessary.
