Can anyone explain to me why I am getting a max transfer speed of 3MB/s on USB 3.0

That is a USB 2.0 drive.

It is slow, USB 2.0 maxes out at about 40MB/s in the real world... Your drive isn't even coming close to that.

USB 3 is in another spectrum with max speeds over 600MB/s

the interface is 2.0, the flash memory itself may just be really slow.
skimping on high speed flash is rarely a good deal, they will use slow/older chips on a faster bus.
