I need some upgrade advice

First off I don't have a lot of money to spend right now. I have around 400 dollars to play around with.
My current system is sporting a old i7 875k Oc'd to 3.8Ghz, 8GB of generic 1066Mhz ddr3 RAM, and a GTX 660. I play a lot of Dota 2, modded Skyrim, CSGO, and do a bit of photo editing via Lightroom 5.
Should I bite the bullet and start on a new system/CPU upgrade, or should I just upgrade my GPU and RAM?
I have been looking at the RX480 if I go the GPU route or the i7 6800k if I go the CPU route. I don't know if my CPU will bottleneck badly if I upgrade my GPU or if I will get acceptable gains with a new GPU and RAM. If I go the new system route I can start by parting out my current system, it will just take longer. The GPU/RAM route will be much cheaper, but I don't know if the gains will be noticeable enough to justify the cost. Any input would be appreciated.

After googling a bit more I figured out how to check for a bottleneck. I used Open Hardware Monitor from http://openhardwaremonitor.org/downloads/ while in all of my games and it appears my GPU is what is holding me back. It was working at full load while my CPU still had 25-60% head room. RAM was almost maxed out in Skyrim. Looks like I will be upgrading my GPU and RAM.
