So, I get my GPU which is a 1060 6gb EVGA SSC, and it came with no thermal paste added. I didnt know this till I opened it after getting upto 100C. Was this the manufacturers fault or is it made this way?
This is a known issue with EVGA ACX Cards. You can send it in and they will install thermal pads for you or they will mail them to you if you rather install them yourself. Regardless these cards VRMs are known to fry under load when they break the 100C barrier. If your getting that hot you need to contact EVGa immediately. listed below is an article about the issue
If it is one of the cards with the faulty ACX 3.0 coolers, you will be given a new card with thermal pads and VBIOS updates installed. I had 3 1080s before they got it right.
