can i please have your opinions on
Cougar 500m and Corsair Katar
which two is the best?

edit: my budget is $30-45 or about 500-2000 php (Philippine Peso)

Yea then I would suggest you go for the cougar 500m, I am not an expert however I know a youtube channel/reviewer who would know well about this you might want to take a look

Well, assuming that you play cs:go casually I would say to go for the cougar 500m also do you like light mice or heavy mice?
