CPU Usage 99% CS:GO

So, when I start playing CS:GO, join a game, first 10 seconds theres about 10fps +-. Then I get over 80 and when I minimize the game, turn the task manager on I see 99% cpu usage, all of it goes to CSGO. I usually have 50% cpu usage and over 100fps in csgo. It started happening out of nowhere.
Oh, and while playing CSGO too, the cpu fan starts spinning so fast, I can hear it in the next room (its stock (intel)). The temps go up to 60C (cpu) and it's just not normal. I don't know what to do.
While pc is idle, the temps become normal, 31C for cpu, and 27C for gpu.
It starts happening while gaming, turn on any game, cpu starts spinning at it's max rpm's, cpu usage goes high, things start happening.. Jeez. Can it be the CSGO update/patch? I tried waiting 1 patch out - nothing.
But while playing other games like ''The Division" CPU does act a little better. Like lower cpu usage, quieter, just better. But after playing about 1h - fps drops from 40-50 to 30 and lower.

CPU is Pentium G3460 3.5Ghz. (stock)
HD 7770 Vapor-X GHZ Edition
8GB DDR3
500gb SEAGATE HDD
500w PSU (not certified, I doubt that it's psu)

What I did: Reinstalled windows, changed cpu thermal paste (high performance cooler master thermal paste), changed to another 500w psu, same thing with csgo, tried lowering graphics in csgo, tried putting them on very high, so the gpu could jump in, but still - nothing

It started happening with every other game, when I usually played games, pc would stay quiet and act like... Normal... Now it started working louder, higher temps.
Uhm, I don't know if it has to do with it, but at night, I pull out the cable off the outlet for the room so I can charge my phone.
 
Solution
It could be the CPU or motherboard problem. As you have tested the rest it pretty much goes with the way of exclusion. Changing just CPU is easier than motherboard so you should try with different CPU next. Have you tried with a different GPU?
