Help with building new PC

Hi there

Just looking for some help to build a new gaming PC (have done research and know my stuff but would like experienced perspective) - budget around 400 usd (ideally as cheap as possible of course) but no graphics card needed(I know a graphics card is mandatory but I already have one). Just to add that I'm trying to build a mid-range PC (medium - high settings on 1080p at 60 fps) If possible I would like to ask some questions on steam (would take around 10-20 mins?) since there are probably too much to ask.

is it OK to just pick the cheapest mobo from a reputable brand and is it ok to pick the cheapest case with decent cable management and airflow

It's okay to choose the cheapest motherboard, but I wouldn't trust a brand like FoxConn or ECS(about any motherboard), just pick from the best brands, GIGABYTE, MSI, ASROCK, ASUS..
The case is more for esthetics, if the cheapest one is good enough for you inside and you don't care about looks, choose that one.
Just don't get one with a PSU, those PSU's are the worst.

One more question

I am building this PC for home (i live at school but go home during holidays) and I plan on taking my graphics card so I won't have to buy 2. Is that safe to do every 2-3 months? I do have an anti-static bag and put it back in the original package.
