Well my friend has a gtx 780 with an i7-3770 16 gb ram.....
He is currently pissed off by the performance simply because he is playibg new titles like battlefield 1 titanfall 2 forza.....
He asked me if its worth the upgrade well I told him that there will be better performance but not that huge.
So is it worth it or should he get a gtx 1070?
Any help is appreciated!!

I don't know. But since a GTX 1060 is equivalent to a GTX 970 (overclocked) or GTX 980 (stock), I felt that the video below would be a good comparison of a GTX 780 vs 1060. This opinion of mine is a rough estimate and I have no numeric methodology to back it up. But I'm guessing that the GTX 1060 would gain your friend 15-20 FPS higher in 1080p resolution in many games. In games that are more CPU intensive (e.g. Fallout 4, Rise of the Tomb Raider, BF1) I'd guess a 12 FPS increase going from a GTX 780 to GTX 1060. Like I said, this is a rough guess.

Pissed off by the performance lol. Just tell him to turn down some settings (I can't really tell the difference between ultra and high, but i can see difference between 40 and 60 fps). If your friend really need to have everything maxed out because otherwise he won't be happy with the performace I would say he has to get like GTX Titan for 1080p then he might be just allright cause GTX 1060 also won't be able to max out everything in 1080p(yea sorry to break it to you)
