What is your intended use?
What do you mean by 4k ready?

You can buy a i3-6100 for $125, a lga1151 motherboard for $50, and 8gb of ddr4 ram for $35.
Check the specific motherboard, but integrated graphics can run 4k resolution.
Not at fast action gaming speeds though, more like 24hz.
That makes you ready,
You can go up from there with a stronger graphics card.

Cheapest way for entry level 4k, could've chosen an Athlon X4 845 but It's not upgradable. You'll need to upgrade CPU at some point for higher framerates.

What do you want to run @4k?
Do you have a 4k monitor or are planning to buy one?

For slower type games such as strategy games, mmo and non racing sims, a lower fps may well be acceptable.
Such games depend on a few fast threads for performance.

OTOH, fast action graphics at anything more than 1080P requires a strong graphics card.
60fps@4k needs perhaps more than a GTX1080.

How are you judging the performance at 4K? Benchmarks aren't a good representation because they just maxed MSAA in 4K benchmarks, which kills performance. If you disable those, you can actually play most games with an RX 480 8GB around 40 fps or higher with balanced settings.
