New build Asus Z170 Deluxe no post code 00

I've tried everything I can think of to get it to post. However when I turn it on I get no beep and none of the post state leds come on. Tried booting with one stick of memory, each stick individually and in the correct A2 slot. I also flashed the bios to the latest and I still get the code 00.

I ran though everything in this checklist except checking the motherboard pins. I'm not looking forward to draining the loop but that's the only thing I can think that might be causing it.
 
The CPU does not get power, or does not work. Do the radiator fans spin when starting the board?
If yes, then I suggest removing the CPU and checking the CPU socket for bent pins. If no bent pins, or bent pins that you can't straighten, I suggest RMA-ing both board and CPU.

The radiator fans all work except for any one that is plugged into the CHA_FAN4 slot. Just finished removing the CPU and I don't see any bent pins.

I would do that but I don't have a CPU cooler to install on it, I've only got the custom loop.

I have had a similar issue with an ASUS Z170 Deluxe. I wasn't even getting a Q-Code (blank), no beep, and the fans weren't spinning up. The mobo and video card leds were on. I couldn't even force a BIOS update via USB.

I reseated the CPU and all worked OK.

I tried reseating the CPU again today and still have the same issue. I also pulled the PSU out of my old computer and tried using that but I still got the same problem. I ordered a CPU cooler so I can test it outside of the case, should be here Tuesday.

I got CPU cooler today. Pulled the board out case and tested with only the CPU and cooler install with 8 and 24 pin cables plugged in, still same exact issue. Looks like I am RMA-ing the CPU and the board.
