First Build System Goes Through On/Off Rotation

Hello,

I am doing my first PC build with this part list: https://pcpartpicker.com/list/hBk9wV

I am trying to run a test boot on my computer but have run into a problem. I have the motherboard on it's box and I have the cpu, stock fan, ram, and graphics card plugged in. I also have the 20/24 pin connector plugged in along with the 4 pin cpu connector and the 6 pin graphics card connector.

When I turn the system on it seems to run fine for about 15 seconds. The fans are moving, lights on, but no BIOS. Then, the whole system turns off for about 3 seconds and all the fans stop. Then, everything starts up again for another 15 seconds. This 15 on 3 off cycle happens continuously until I turn off the PSU. Keep in mind the BIOS does not show at all during this time.

If anyone could help, I would really appreciate it because this is my first time build and I am a beginner. Thank you.
 
Solution
Try removing the graphics card and make sure that the RAM is properly inserted. Test each RAM slot.
If still the same, try posting a picture of the board.
