Friends CPU running 100% when not doing anything.

Hi, my friend who is 10 has a Pentium G3258 in his Pc and a Hyper 212 Evo CPU Cooler. His CPU is running at 100% on task manager with nothing open and just on the desktop. He cant even open Chrome because its so laggy, even the cursor movements are delayed. His CPU thought is only running at 45 degrees C according to HWmonitor.

Any ideas what's going on and how to fix?

Check the process section task manager to see which process is eating up the CPU. it Will be there. Arrange by CPU usage. For more detail open resource manager.

The processes tab indicates skype and Chrome are using the most, about 75% for skype and 25% for chrome. however this is a gaming PC and he uses it to play GTA V and skype call friends at the same time which renders his PC unusable.
