Blank screen after installing Intel HD Graphics (W7)

I have recently built a pc with the i3-6100 + b150m mortar and am having trouble with getting the integrated graphics to work. I have a glaring suspicion that Windows 7 and the b150m mortar have some incongruity preventing me from getting things to work, but I can't confirm until I get my hands on some Windows 10 media. In the meantime, I was hoping that perhaps someone here could hazard a guess as to what's going.

I have Windows 7 Ultimate, 64-bit (not SP1), and first installed drivers from the CD provided with the mobo. These include Intel chipset drivers, Realtek drivers, PCIe drivers, etc. If I let it install SVGA drivers, under which Intel HD Graphics is included, then two things happen:

A shortcut for the Intel HD Graphics Control Panel appears on the Desktop, and clicking it doesn't seem to do anything, perhaps not surprising because at this point the computer has not yet been restarted.

Secondly, upon rebooting, after the "Starting Windows" screen, the monitor blinks once, and comes up blank. The cursor, however, still appears.

I can reboot into safe mode (no blank screen) and revert the driver installations. I can also redo this driver-installing process without installing the graphics driver and everything works fine, although I really would like to be able to use the integrated GPU. I can also install SP1. Windows Update provides a driver for Intel HD 530, but it fails to even try to install, giving error code 80070103. I can also manually download the HD 530 driver from Intel website, and this simply returns me to the blank screen problem.

In the BIOS, the only thing I've tried changing is the PEG -> IGD, which appears not to fix my problem. Possibly relevant: I use a PCIe Wifi adapter which does not work until after I install mobo drivers. It takes up the second (not the first, which is empty) PCIe slot, and this also means I haven't tried installing all drivers via Windows Update (no ethernet cord) instead of from CD.

SOLVED: I'm dumb. I had BOTH the VGA and DVI cables connected to my monitor. I decided to unplug the VGA cable, installed the latest driver from Intel's website, and now it appears I'm sailing smoothly. Might switch cables some time later and see if it still works.
