Why am I getting terrible framerates?

I recently got a new GTX 1060 and am really enjoying it. I tested a few games like BLOPS 3, CSGO, and Overwatch. It ran perfectly with max settings. However when I tested GTA 5 and 4, it ran horribly. The framerates were extremely unstable for gta 4 and for 5, I had extreme micro stuttering. I was able to gain more stabilized performance out of my GTX 750.. Also in Overwatch, it will sometimes take almost a minute for my viewmodel and sounds to load in while actually playing the game. I checked utilization on both the GPU and CPU while playing GTA 5 and both were extremely underutilized, barely hitting 40% so, I doubt it's a bottleneck. Both of my drives also seem to be in good working order however, I sometimes hear a noise that i am unsure of in my case. It usually goes away when I tap the case lightly. Athlon X4 860k mate. GTA 4 and V are more CPU intensive than the other games you mentioned and your CPU is a lot weaker than the recommended. That isn't a well balanced build at all I'm afraid.

You need to offload everything you can from the CPU onto the GPU, but I'm not really familiar with which settings in GTA V are CPU bound and which are GPU bound.
