Extremely high idle RAM usage that leads to eventual crash

I've been having an issue over the past few months where my RAM usage will be insanely high even with no applications open. During a fresh boot, it will start at about 40% and over the next couple days (even though I'm shutting down my computer when not using) the idle usage will slowly increase until its basically at 100% which will cause my computer to freeze. The only way to clear the cache is to use the reset button. A proper shutdown will not fix the issue.

I'm running Windows 10, and have 8 gb of RAM. I've had this PC for years and haven't had any issues until recently. I have not found anything through virus scanning. Anyone have any ideas what the problem could be?

Linked is a picture of my resource monitor with no other applications open. The most demanding background application is only ~200 mb and wont all add up to more than about 500 mb

I had the same problem with both win 7 and win 10 for the past few months. Reinstalled couple of times. Asked a lot on the forums. I think it might be some windows version because right now i use win 10 LTSB and there is no problem whatsoever.
